As we continue to grow internationally, we will enter countries that have different ideas about the contours of freedom of expression. – Twitter

Twitter is an American tool founded on the democracy of self expression. You can use Twitter’s microphone to tweet anything you want. You’re just responsible for anything you say.

But expression works differently across the world. Not everyone grows up in an open country that promotes a plurality of opinion. Some countries like China want favorable tweets about its state – that’s why it won’t allow Twitter access – others like Germany won’t tolerate Neo-Nazi groups tweets to be seen within its homeland.

Twitter’s policy must remain flexiblable based on a country’s culture and tolerance while continuing to enforce blockages on a case by case basis.

Contrary to Malcom Gladwell’s argument on social revolutions, Twitter is an extremely powerful tool with the ability to spread a message to a widespread audience and mobilize people to take action.

The ability to propel action makes Twitter a lightning rod of a tool. That’s why it must be moderated and tweaked carefully without undermining its democratic principles.
